When establishing just how many submarines the US Navy needs to buy, researchers need to look into how each submarine’s maintenance schedule will affect the boat’s preparedness to deploy on a mission. They would then need to decipher how many missiles are necessary to hold on the sea and at the station at any moment. Something important also is seeing how they could save money. Therefore many studies were conducted into a variety of design and construction options for this very reason.

Some options were considered before choosing to develop an entirely new replacement submarine design. These included adding missile tubes to the Virginia-class attack sub, or even constructing Ohio-class submarines using updated Ohio-class designs. Following an investigation of the available options, it was determined that a newer design would be the most cost-effective solution. It was the way to meet all the navy’s technical requirements within budget.
